Does an ADU in Tampa have to be elevated for flooding?

Updated October 2026

Yes, if the parcel is in a FEMA Special Flood Hazard Area. As of October 2026, for A zones the Florida Building Code requires the lowest floor at or above the base flood elevation plus one foot, or the local design flood elevation if higher. Outside mapped flood zones, no elevation rule applies, but drainage still matters.

How do I know if my lot is in a flood zone?

Search the address on FEMA's Flood Map Service Center. Zones beginning with A or V are Special Flood Hazard Areas. Your county's flood information tools and any existing elevation certificate add detail. Many neighborhoods near Tampa Bay, Old Tampa Bay, the Hillsborough River and the Alafia River include mapped zones.

What exactly is required?

Florida Building Code Residential Section R322.2.1 sets the lowest floor at or above BFE plus one foot, or the design flood elevation, whichever is higher, in A zones outside coastal A areas. Coastal A and V zones carry stricter foundation rules. Enclosed areas below the required level must have flood openings and flood-resistant materials.

Can I convert a low garage?

Only if the living floor ends up at the required height. Space below it may serve as parking, access or storage, but finishing it as a bedroom makes the slab the lowest floor. Many garage conversions in mapped zones require a raised floor.

What is the 50 percent rule?

Under National Flood Insurance Program rules, if improvements to an existing building reach 50 percent of its market value, the whole building must meet current flood standards. St. Petersburg states remodeling in flood zones is limited to 49 percent of the home's value. Adding an attached suite to an older, low house is the case where this bites.

Why does it matter after 2024?

Tampa Bay neighborhoods saw storm-surge flooding during the 2024 hurricane season. Building a new unit at the right height protects the investment and can affect flood insurance pricing, so ask your agent before you build.

When does elevation change the whole design?

It depends on the gap between grade and the required floor height. A few inches can be handled with a thicker slab. Several feet may call for a stem wall or piers, a ramp and a taller building that has to fit height limits. We get the numbers before design.
