Garage conversions in Tampa Bay
Plenty of older Tampa and St. Petersburg lots have a detached garage out back. Converted properly, it becomes a permitted home without a new foundation.

Does Tampa allow garage conversions?
Yes, inside the ADU-eligible area. Tampa's 2024 ADU changes were described in local coverage as making it easier to convert detached garages, and the general standards allow an ADU as a separate structure. St. Petersburg, Clearwater and Hillsborough County each handle conversions under their own codes.
What is the first thing to check?
The elevation of the garage floor. Detached garages are usually poured lower than the house. On a parcel inside a FEMA Special Flood Hazard Area, living space must sit at or above the required flood elevation, while space below it is limited to parking, access and storage. A slab that sits too low means raising the floor or rethinking the plan.
What work turns a garage into a home?
- Fill the overhead door opening with framed wall, windows and a code-compliant entry door.
- Pour or level the floor, with a vapor barrier under new flooring.
- Insulate walls and ceiling to the Florida Energy Conservation Code.
- Add a ductless or ducted AC system sized for Tampa humidity.
- Run water, sewer and electrical service; many older panels need an upgrade.
- Upgrade roof attachment and openings for current wind loads where the scope requires it.

What about the parking I lose?
Tampa's general standards ask for one parking space for the ADU. In Clearwater, the city engineer can accept one legal on-street space in place of the off-street space. St. Petersburg requires an extra space on the property. We map where cars will go on the site plan.
What does a conversion cost?
One 2026 Florida cost guide lists statewide garage conversions at about $60,000 to $145,000, as of October 2026. A low slab, sewer work or a new panel can push the number up. See the Tampa cost guide.
When should the garage come down instead?
It depends on the slab and the framing. A garage with a cracked, low slab, termite damage or a roof that cannot be tied down to current code may cost close to new construction to save. In a flood zone, rebuilding at the right height can be the cleaner answer. We inspect and price both.
