In a mapped ADU-eligible area, as of October 2026. The city names Seminole Heights, the area around Lowry Park, the East Tampa Overlay and the Tampa Heights Overlay, and its 2024 changes added Sulphur Springs, Temple Crest, Wellswood and parts of Riverside Heights. Elsewhere in the city, a unit is allowed only for family, as an Extended Family Residence.
How do I check my parcel?
Use the city's ADU GIS map viewer, linked from the ADU page, or ask Development & Growth Management. Boundaries follow the map, not neighborhood names, so a house a block outside a neighborhood's informal edge may not qualify.
What rules apply inside the eligible area?
- Up to 950 sq ft.
- Two stories and 22.5 feet in the general standards; overlays set their own heights.
- 3-foot rear and interior side setbacks, rising to 20 and 7 feet if the ADU exceeds 15 percent of the lot.
- One parking space, and no more than two unrelated adults.
- The owner lives on the property.
What changed in 2024?
Local coverage of the October 2024 reform reported that the owner could live in either the main house or the ADU instead of only the main house, that the two-occupant limit now applies to unrelated occupants, and that eligibility expanded north and west. The city's July 2026 ADU page still says the main residence must be owner-occupied, while the general standards guide says the owner must reside on the property. We confirm the current reading with the city.

What is an Extended Family Residence?
It is the city's option outside the eligible area: a second unit created for a family member, with slightly different requirements from an ADU. It is not a route to renting to the public.
Does state law override the map?
No. As of October 2026, Florida has no law requiring cities to allow ADUs everywhere. A 2026 Senate bill, SB 48, would have done that; it passed the Senate 38 to 0 but died in the House in March 2026. The older statute, s. 163.31771, only lets local governments opt in.
When does the map not settle it?
It depends on overlays and historic districts. Parcels in East Tampa, Seminole Heights or Tampa Heights follow neighborhood-specific ADU guides, and historic districts add review. A parcel inside the map can still fail on setbacks or lot coverage. We check all three.
